2. The C/R bit identifies a frame as either a command or a response. The MS
   side shall send commands with the C/R bit set to 0, and responses with
   the C/R bit set to 1. The SGSN side shall do the opposite; i.e.,
   commands are sent with C/R set to 1, and responses are sent with C/R set
   to 0. The combinations for the SGSN side and MS side are shown in Table
   1.
