1：是可以的，只不过这里不仅仅是smoked表示延续性，而是整个 haven't smoked 表示没有吸烟这一种状态持续了多久。
2：He hasn't smoked for 3 years,you'd better keep him away from smoking.
3：When had us visited the kursaal?
4：It has been 3 years after we went to the kursaal last time.

1.How long have you broken off the habit of smoking?
2.He has been broken off the habit of smoking for three years so don't let him do that again.
3.What's the last time when we went to the amusement park together?
4.The last time we went to the amusement park together is three years ago.
