[Abstract]Take “the administration organizational reform and the personnel system reform” as the key new public management theory is the Western country administration domain innovation, is to the traditional public administration pattern challenge, has the enlightenment function to our country's administration organizational reform. But because the national condition and the reform background is different, therefore, we cannot imitate West's new public management pattern, but must link to China's reality, carries on the criticalness model and the creative transformation to the new public management theory. The this article mainly anew public management produces the background, the characteristic performance, our country administration system existence malpractice, the reason as well as carry on our country's administration organizational reform these three aspects take the new public management as the instruction to launch, put forward the concrete measure proposal to our country administration organizational reform.
