权限不对，我试了好久才试出来。右键visualSVN安装包，安全——，选择administrators。点击确定，重新安装。
As far as we observed the issue may occur only on a laptop with discrete NVIDIA graphics. Switching to integrated (onboard) graphics solves the issue:
Start NVIDIA Control Panel
Go to 3D Settings | Manage 3D Settings
Choose Integrated Graphics for Preferred graphics processor option
Click Apply
