According to stipulations of 《Regulations on Management of Housing Provident Fund》 promulgated by the State Council, housing provident fund is the savings contributed by state organs, state-owned enterprises, urban collective enterprises, foreign-invested enterprises, urban private enterprises and other urban enterprises, institutions, private non-enterprise units, social groups and whose employees as long-term housing fund, which is being an important system during the process of national implementation of housing system reforming.

China carried out market-oriented economic reforming after 1987, which highlighted the abuses and shortcomings of housing security system which once adapted to the planned economy. As a result, 《Regulations on Management of Housing Provident Fund》 is published and implemented by the State Council of China in April, 1999, marking the housing fund management system entered into a standardized and legal track. However, many drawbacks and disadvantages are produced as the result of the latter development of the housing fund system of China, such as whose property and nature is not clear, authority of regulatory institution is ambiguous, interest rate is single, utilization rate is low and so forth. In the face of various problems, we urgently need to solve thus to ensure the housing fund system of China to serve Chinese people better. Based on the reasons above-mentioned, this article will illustrate and present the reforming of housing fund system of China from an economy perspective, and make it into a better and comprehensive housing fund system which comply with practical demand and cover the all kinds of main bodies in socialist market with scientific elements and well-defined system.
