1）绿色壁垒概念
在国际贸易中，关税壁垒曾经是贸易保护的重要手段，美国、德国、日本等主要发达国家在发展的过程中都曾依靠关税壁垒保护本国产业的发展。但是，随着全球生态环境问题的日益严重，环境与贸易的冲突也越来越激烈，从而使贸易保护主义从传统的关税壁垒逐渐转向非关税壁垒，而绿色壁垒作为一种新型的非关税壁垒就应运而生了，并成为发达国家以保护环境为名限制发展中国家进出口贸易的一种工具。
技术性贸易壁垒的构成及特性
随着国际经济一体化的发展和贸易的自由化趋势，在传统的关税和非关税壁垒藩篱不断被拆除的同时，西方发达国家纷纷采取隐蔽性更强、透明度更低、更不易监督和预测的保护性措施——技术性贸易壁垒，以阻止发展中国家的产品进入本国市场。所谓技术性贸易壁垒，是指一国以维护国家安全或保护人类健康和安全，保护动植物的生命和健康，保护生态环境，或防止欺诈行为，保证产品质量为由，采取一些强制性或非强制性的技术性措施，这些措施成为其他国家商品自由进入该国的障碍。

Abstract
This paper describes the basic elements of technical barriers to trade and its manifestations, there are technical barriers on China's export trade, and technical barriers to trade in China in response to countermeasures. States are their own interests and gain new international competitiveness, have introduced the non-tariff barriers to trade technical barriers to trade, and these barriers is more subtle than the traditional trade barriers, more flexible and more difficult to deal with. China because of relatively low technological content of products, the standards are relatively loose, so often limited foreign technical barriers to exports to China significantly affect trade. Can break through technical barriers to trade restrictions directly affect China's export trade. In the face of technical barriers to trade that hurdle, the Chinese government and companies need to implement international standards and standardization, implementation of enterprise and product certification, the implementation of sustainable development, export market diversification, the implementation strategy, technical barriers to cross this hurdle.
