When既可以用进行时（这个例子就不举了，众所周知），也可以表示其它任何的时间，不一定是强调“正在进行”的行为。When可以表示一连串的动作——

（注意黑体部分的when一连串行为）
While一般只能用于进行时态。
另外，while还可以表示一种“对比”（做连词使用）：
Tom
is
playing
outside,
while
his
mother
is
doing
cooking.
Tome在外边玩，
她的妈妈却在烧饭。
