In 2008,the financial tsunami which originated in the US, started overwhelming the world. It struck the concrete economy and even became a global economic crisis. Dongguan, a city known as "the world's factory", was absolutely suffered the most and earliest.
2008年，起源于美国的金融海啸席卷全球，波及实体经济并进而演变成一场全球性的经济危机，号称“世界工厂”的东莞自然首当其冲。

However, it's said that when there are risks, there are always opportunities go around. So, how to deal with the problems which have been highlightened in this financial tsunami, how to adjust and change our industrial type with the accompany of the financial tsunami, how to speed the industrial updating, how to create a satisfying employment environment, how to attract more talents and how to keep them from leaving us, have become the most difficult problems in a few years in the future of Dongguan.
但是有危就有机，如何应对和防范在这次金融海啸中所突显的问题，以及如何借这次金融海啸之机调整产业转型步伐，加快产业结构升级速度，创造良好的就业环境，吸引人才，留住人才等将成为东莞未来几年所面临的难题。

This article is opening with the foreign trade dependency of Dongguan, and pointing out the main issues in the import and export of the foreign trade in Dongguan by analyzing the general situation of the 2008 foreign trade import and export, so to put forward my own ideas and political suggestions toward these issues, and the last point is making a self conclusion.
本文以东莞的对外贸易依存度为切入点，通过对东莞08年外贸进出口概况的分析，指出东莞市外贸进出口中存在的主要问题，并就这些问题提出自己的见解和政策建议，最后作出个人的总结。

But there is chance inside the crisis, it will be the challenges for how to deal with and prevent the highlighted issues and upgrade the industrial restructuring in the current financial crisis, also for accelerate the pace of industrial upgrading, create a good employment environment, and attract and keep the talent in Dongguan in the next few years.
In this paper, Dongguan's foreign trade dependence as the starting point, through the profiles of foreign trade in Dongguan City in 2008, the main problems were found, their own views and policy on these issues were recommended and finally the personal summary were made.
