one 和that都是代词，one 代替可数名词，that代替不可数名词。如：
This skirt is more beautiful than that one.
The weather in Beijing is much cooler than that in Wuhan.
当代词one 之后出现of 时，one 要换成that. 如：
My seat is next to that of the teacher. 我的座位在老师的旁边。
one是指前面所提到的事物中的同类事物，一般如果用不定冠词修饰的名词用one来代，像这道题就是，A sheep （one 只能代可数名词）
that一般指代用定冠词the修饰的名词，比如I prefer the flat in Paris to that in New York.
one是指代前面所提到的可数名词单数，指的是同类东西，但不是同一个东西。
that是指代不可数名词。
